Businesses and entrepreneurs in Slovenia, including foreign investors with registered companies in Slovenia, have access to a wide range of funding opportunities, incentives and subsidies. Under the national and European programmes available, companies can find support for a variety of activities, from research and development to expanding their business and improving liquidity.

SID Bank (Slovenska izvozna in razvojna banka, d.d., Ljubljana) is a promotional development and export bank 100% owned by the Republic of Slovenia. With their banking and insurance services they promote sustainable development and improve the competitiveness of the Slovene economy and companies registered in Republic of Slovenia.

SID banka will provide €335 million in various loans in 2024

SID banka and the Public Fund of the Republic of Slovenia for Entrepreneurship, in cooperation with the Ministry of Economy, will make available a total of over €512 million in affordable loans and various financial instruments for technological development, capital consolidation, liquidity and crisis mitigation by the end of 2024. Within three months, new loans of €100 million for companies affected by the August floods will also be launched in this framework.

Of the €512 million reverse stimulus, €333.2 million is provided by the Ministry of the Economy in addition to the two institutions, while the remaining €178.8 million reverse stimulus is financed by SID Bank and SPS alone. In addition to these grants, the Ministry of Economic Affairs will also provide €339.2 million in grants to the economy this year, through 42 calls for tenders. A total of €851.2 million in grants and reimbursements from all three institutions will thus be made available to the economy this year. 

1. Long-term credit for investments and operating activities

SID Bank has offered banks and savings banks a 10-year long-term facility, which banks can use for long-term loans to companies, sole traders and other legal entities.

It is not a condition that the final beneficiary of the loan is an existing customer of the bank.

It can be used to cover working capital investments or to finance the implementation of an investment. The approval of the credit grants de minimis aid to the final beneficiary.

Duration: up to 5 years or up to 10 years

Moratorium option

Insurance: at least 50% of the principal amount

2. Loans to finance investments in research, development and innovation (RDI)

SID bank, through Gorenjska banka, NLB and directly through SID bank, offers loans to finance investments in research, development and innovation (RDI) for sole traders, micro or small enterprises, large enterprises, start-ups and social enterprises.

You can use the funds to cover working capital or to finance the implementation of an investment

Benefits of the programme:

Loans from €10,000 to €10 million

Term: 3 to 9 years

Advantageous interest rate

100% financing of eligible costs

1 to 3 years or up to 1/3 of the loan term

Insurance: no or only registration of a pledge on the object of financing; over 5 years also other collateral

The interest rate is weighted and is calculated on the basis of 62.5% at 0% plus a 37.5% mark-up determined by the financial intermediary.

3. Microloans for small and medium-sized enterprises (SMEs)

SID bank, through Primorska Savings Bank Vipava and the Slovenian Enterprise Fund, offers microloans for sole traders, micro or small enterprises, start-ups and social enterprises.

You can use the funds to cover working capital or to finance the implementation of an investment.

Term: 2 to 5 years

Advantageous interest rate

100% financing of eligible costs

2 ½ years or maximum ½ of the loan term

Security: no or only registration of a pledge on the object of financing

The interest rate is weighted and calculated on the basis of 62.5% at 0% plus a mark-up of 37.5% determined by the financial intermediary.
