The Slovenian Enterprise Fund has published a new public call P2R 2026 – Incentives for Start-Up of Companies in Border Problem Areas. The call is financed by the Ministry for Cohesion and Regional Development and aims to strengthen entrepreneurship in regions facing structural development challenges.
The grant supports the full start-up phase of a company and covers:
company establishment and launch of operations
development activities and investments
preparation and market launch of products or services
commercialisation and first regular revenues
creation of at least one full-time job
promotion and acquisition of partners and customers
The EUR 30,000 lump sum is paid upon successful achievement of development and employment milestones defined in the tender documentation, no later than October 30, 2026.
The lump sum covers project activities for a period of 8 months, starting from the submission of the application until October 30, 2026.
WHO CAN APPLY
Eligible applicants are micro and small enterprises:
registered between January 1, 2025 and February 18, 2026
headquartered in a designated border problem area
organised as sole proprietorships, general partnerships, cooperatives or social enterprises
Border problem areas include municipalities such as Ajdovščina, Brežice, Kočevje, Kranjska Gora, Lendava, Metlika, Postojna, Sežana, Tolmin, Tržič, Vipava and others listed in the official documentation.
KEY CONDITIONS
Applicants must meet the following core conditions:
project implemented in a border problem area
closed financial structure and liquidity demonstrated until 2029
profitable operations no later than 2026 onwards
market-oriented products and services
at least one full-time employee upon signing the co-financing agreement
company not in difficulty and not operating in an excluded sector
compliance with de minimis aid rules
The application is submitted electronically via the Fund’s ePortal.
