Ljubljana, October 2, 2025 – Two legislative updates affecting Slovenia’s official identification documents entered into force today, following the adoption of the new Passport Act and the amendment to the Identity Card Act. Both laws apply to all applications submitted on or after October 2, 2025 and bring practical improvements while reducing administrative burdens.

The first change introduces automated electronic notifications. When applying for a passport or ID card, citizens can now provide their email address or consent to the use of an existing one for official correspondence. Once the document has been produced by the contracted manufacturer and delivered to the postal service, the system will automatically generate an email notification. The Ministry of the Interior clarified that the collected email addresses will be used solely for this purpose. This mechanism ensures legal certainty in the notification process and reduces the need for administrative units to respond to inquiries and manually verify application data.

The second change concerns the recording of residential addresses in passports. In addition to the address, the post office and postal code will now be included in the document. Previously, passports did not include this level of detail, although postal codes have been included in ID cards since March 28, 2022. The update aligns both documents with current practice and ensures consistency of official records.

Both passports and identity cards serve as official identification documents under Slovenian law. The information recorded in them has the same legal force as separate certificates: the entry on nationality replaces a certificate of citizenship, and the entry on the place of residence replaces a certificate of residence. These changes modernize the registration system and strengthen the evidentiary value of the documents. They also highlight Slovenia’s commitment to efficient administration, which adds to the country’s appeal as a stable and reliable destination for residence and citizenship.
