Ovo je potvrdilo Ministarstvo finansija u svom najnovijem predlogu <strong>pravila<\/strong> godi\u0161nje <strong>revaloracije<\/strong>. Ovaj \u010dlanak sumira klju\u010dne ta\u010dke za vlasnike kuc\u0301a i investitore i obja\u0161njava kako funkcioni\u0161u <strong>poreska osnovica, izuzec\u0301a, rokovi i opcije olak\u0161ica.<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p><strong>Ko plac\u0301a porez na imovinu u 2026. godini<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p><strong>Porez na imovinu<\/strong> primenjuje se na sva <strong>fizi\u010dka lica koja poseduju kuc\u0301e, stanove, gara\u017ee ili rekreativne objekte,<\/strong> bez obzira da li u njima \u017eive ili ih izdaju.<\/p><\/p>\n\n<p class=\" eplus-wrapper\">Poreski obveznici uklju\u010duju:<\/p>\n<ul class=\" wp-block-list eplus-wrapper eplus-styles-uid-24ee45\">\n<li class=\" eplus-wrapper\">Rezidente i nerezidente<\/li>\n\n\n\n<li class=\" eplus-wrapper\">Vlasnike i nosioce prava kori\u0161c\u0301enja<\/li>\n<\/ul>\n<p class=\" eplus-wrapper\"><p>Porez se plac\u0301a <strong>jednom godi\u0161nje<\/strong>, na osnovu odluke koju je izdala Finansijska uprava (FURS).<\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p><strong>Nepromenjeni poreski razredi za 2026. godinu<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p>Ministarstvo finansija je odlu\u010dilo da <strong>ne menja<\/strong> poreske razrede za 2026. godinu. Odre\u0111uje se kori\u0161c\u0301enjem <strong>pravila o bodovima za procenu<\/strong>, koji zavise od:<\/p><\/p>\n<ul class=\" wp-block-list eplus-wrapper eplus-styles-uid-65219e\">\n<li class=\" eplus-wrapper\">Korisne povr\u0161ine<\/li>\n\n\n\n<li class=\" eplus-wrapper\">Kvaliteta gradnje<\/li>\n\n\n\n<li class=\" eplus-wrapper\">Starosti<\/li>\n\n\n\n<li class=\" eplus-wrapper\">Dodatnih karakteristika imovine<\/li>\n<\/ul>\n<p class=\" eplus-wrapper\"><p>Svaka nekretnina dobija vrednost na osnovu <strong>sistema bodova<\/strong> pomno\u017eenog sa <strong>vredno\u0161c\u0301u po bodu.<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p><strong>Pravilo odbitka od 160 m\u00b2<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p>Jedan od najva\u017enijih elemenata sistema je <strong>odbitak od 160 m\u00b2.<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p>Poreska osnovica se smanjuje za vrednost od <strong>160 kvadratnih metara<\/strong>, ali samo ako:<\/p><\/p>\n<ul class=\" wp-block-list eplus-wrapper eplus-styles-uid-f9530a\">\n<li class=\" eplus-wrapper\"><p>Vlasnik, njegov bliski \u010dlan porodice ili nosilac prava kori\u0161c\u0301enja <strong>\u017eiveo je u imovini tokom<\/strong> prethodne poreske godine.<\/p><\/li>\n<\/ul>\n<p class=\" eplus-wrapper\">Primeri:<\/p>\n<ul class=\" wp-block-list eplus-wrapper eplus-styles-uid-880c52\">\n<li class=\" eplus-wrapper\"><p>Kuc\u0301a od 250 m\u00b2 koja se koristi kao primarno prebivali\u0161te oporezuje se samo na <strong>90 m\u00b2<\/strong><\/p><\/li>\n\n\n\n<li class=\" eplus-wrapper\"><p>Nekretnina manja od 160 m\u00b2 koja se koristi kao primarno prebivali\u0161te <strong>ne plac\u0301a porez na imovinu.<\/strong><\/p><\/li>\n<\/ul>\n<p class=\" eplus-wrapper\"><p><strong>Porez na imovinu u suvlasni\u0161tvu<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p>Za nekretnine u suvlasni\u0161tvu, sve se obra\u010dunava proporcionalno.<\/p><\/p>\n\n<p class=\" eplus-wrapper\">Primer za kuc\u0301u od 250 m\u00b2 sa dva jednaka suvlasnika:<\/p>\n<ul class=\" wp-block-list eplus-wrapper eplus-styles-uid-ccbd02\">\n<li class=\" eplus-wrapper\">Svako poseduje 125 m\u00b2<\/li>\n\n\n\n<li class=\" eplus-wrapper\">Svako dobija odbitak od 80 m\u00b2<\/li>\n\n\n\n<li class=\" eplus-wrapper\"><p>Svako plac\u0301a porez na <strong>45 m<\/strong>\u00b2<\/p><\/li>\n<\/ul>\n<p class=\" eplus-wrapper\">Suvlasni\u0161tvo ne osloba\u0111a poresku obavezu ako ukupna nekretnina prelazi 160 m\u00b2.<\/p>\n\n<p class=\" eplus-wrapper\"><p><strong>Ko mora da podnese poresku prijavu i kada<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\">Morate podneti poresku prijavu kada:<\/p>\n<ul class=\" wp-block-list eplus-wrapper eplus-styles-uid-87129a\">\n<li class=\" eplus-wrapper\"><p><strong>Kupite<\/strong> nekretninu<\/p><\/li>\n\n\n\n<li class=\" eplus-wrapper\"><p><strong>Izgradite<\/strong> novu nekretninu, u roku od 15 dana od dobijanja dozvole za upotrebu<\/p><\/li>\n<\/ul>\n<p class=\" eplus-wrapper\"><p>Poreska prijava se podnosi <strong>lokalnoj poreskoj upravi<\/strong> gde se nekretnina nalazi. FURS zatim izdaje <strong>godi\u0161nje re\u0161enje<\/strong> sa dugovanim iznosom.<\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p>Nepodno\u0161enje prijave je prekr\u0161aj koji mo\u017ee rezultirati <strong>kaznom od 250 do 400 evra.<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p><strong>Ko ne plac\u0301a porez na imovinu<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\">Potpuno oslobo\u0111enje se odnosi na:<\/p>\n<ul class=\" wp-block-list eplus-wrapper eplus-styles-uid-a85fbc\">\n<li class=\" eplus-wrapper\"><p>Stambene objekte <strong>do 160 m\u00b2<\/strong> koji se koriste kao primarni sme\u0161taj<\/p><\/li>\n\n\n\n<li class=\" eplus-wrapper\">Poljoprivredne zgrade<\/li>\n\n\n\n<li class=\" eplus-wrapper\">Poslovne prostorije koje vlasnik koristi za svoju poslovnu delatnost<\/li>\n\n\n\n<li class=\" eplus-wrapper\">Stambene zgrade u vlasni\u0161tvu poljoprivrednika osiguranih prema pravilima o poljoprivrednim prihodima<\/li>\n\n\n\n<li class=\" eplus-wrapper\"><p>Zgrade za\u0161tic\u0301ene kao <strong>kulturni ili istorijski spomenici<\/strong><\/p><\/li>\n\n\n\n<li class=\" eplus-wrapper\">Zgrade koje se ne mogu koristiti iz objektivnih razloga Va\u017eno: pojedinci sa vi\u0161e nekretnina nisu oslobo\u0111eni, \u010dak i ako su neke nekretnine manje od 160 m\u00b2.<\/li>\n<\/ul>\n<p class=\" eplus-wrapper\"><p>Zgrade koje se ne mogu koristiti iz objektivnih razloga<\/p><br\/><p>Va\u017eno: pojedinci sa vi\u0161e nekretnina nisu oslobo\u0111eni, \u010dak i ako su neke nekretnine manje od 160 m\u00b2.<\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p><strong>Privremena izuzec\u0301a<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p>Neki poreski obveznici ispunjavaju uslove za <strong>privremeno izuzec\u0301e:<\/strong><\/p><\/p>\n<ul class=\" wp-block-list eplus-wrapper eplus-styles-uid-348471\">\n<li class=\" eplus-wrapper\"><p>Prvi vlasnici novih kuc\u0301a, stanova ili gara\u017ea \u2013 izuzec\u0301e na <strong>10 godina<\/strong><\/p><\/li>\n\n\n\n<li class=\" eplus-wrapper\">Naslednici koji nasle\u0111uju nove zgrade \u2013 izuzec\u0301e se nastavlja pod istim pravima<\/li>\n\n\n\n<li class=\" eplus-wrapper\"><p>Renovirane zgrade \u2013 izuzec\u0301e se primenjuje ako se vrednost povec\u0301ala za <strong>vi\u0161e od 50 procenata<\/strong><\/p><\/li>\n<\/ul>\n<p class=\" eplus-wrapper\"><p><strong>Smanjenje poreza na imovinu za velike porodice<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p>Porodice <strong>sa vi\u0161e od tri \u010dlana domac\u0301instva<\/strong> koji stalno \u017eive u nekretnini dobijaju:<\/p><\/p>\n<ul class=\" wp-block-list eplus-wrapper eplus-styles-uid-42668f\">\n<li class=\" eplus-wrapper\"><p><strong>Smanjenje od 10 procenata<\/strong> za \u010detvrtog \u010dlana<\/p><\/li>\n\n\n\n<li class=\" eplus-wrapper\"><p>Dodatnih <strong>10 procenata smanjenja<\/strong> za svakog sledec\u0301eg \u010dlana<\/p><\/li>\n<\/ul>\n<p class=\" eplus-wrapper\"><p><strong>Rok za podno\u0161enje zahteva za izuzec\u0301e<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p>Zahtevi za <strong>izuzec\u0301e ili smanjenje poreza<\/strong> moraju se podneti FURS-u <strong>najkasnije do 31. januara<\/strong>.<\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p><strong>Ne postoji zvani\u010dni obrazac<\/strong>. Morate poslati <strong>potpisanu pisanu izjavu<\/strong>.
