Me\u0111utim, Stambeni inspektorat Republike Slovenije nedavno je otkrio brojne prekr\u0161aje tokom svoje inspekcijske kampanje 2025. godine, isti\u010duc\u0301i da mnogi stanodavci jo\u0161 uvek nisu svesni svojih zakonskih obaveza.<\/p>\n\n<p class=\" eplus-wrapper\"><p><strong>Pisani ugovor o zakupu je obavezan<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p>Prema Ministarstvu za solidarnu buduc\u0301nost, svaki ugovor o zakupu ili podzakupu mora biti sastavljen <strong>u pisanoj formi<\/strong>. Usmeni dogovori nisu dovoljni i iznajmljivanje nekretnine bez potpisanog ugovora o zakupu predstavlja prekr\u0161aj. I stanodavac i zakupac su du\u017eni da potpi\u0161u pisani ugovor kojim se navode uslovi zakupa, uklju\u010dujuc\u0301i kiriju, trajanje iznajmljivanja i broj stanara.<\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p><strong>Stanodavci moraju da obaveste upravnika zgrade<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p>U zgradama sa vi\u0161e stanova sa utvr\u0111enim eta\u017enim vlasni\u0161tvom, stanodavci su <strong>zakonski obavezni da obaveste upravnika zgrade<\/strong> o zakupu. Moraju da prijave:<\/p><\/p>\n<ul class=\" wp-block-list eplus-wrapper eplus-styles-uid-b09aa8\">\n<li class=\" eplus-wrapper\">Ime zakupca<\/li>\n\n\n\n<li class=\" eplus-wrapper\">Broj osoba koje \u017eive u stanu<\/li>\n\n\n\n<li class=\" eplus-wrapper\">Sve promene u vezi sa ugovorom o zakupu<\/li>\n<\/ul>\n<p class=\" eplus-wrapper\">Nedostavljanje ovih informacija bio je naj\u010de\u0161c\u0301i prekr\u0161aj koji je otkrio inspektorat.<\/p>\n\n<p class=\" eplus-wrapper\"><p><strong>Kazne za nepo\u0161tovanje propisa<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p>Izdavanje imovine bez pisanog ugovora ili neinformisanje upravnika zgrade mo\u017ee rezultirati <strong>kaznama izme\u0111u 500 i 1.200 evra za individue<\/strong>. Pravna lica (kompanije ili agencije) mogu se suo\u010diti sa <strong>znatno vec\u0301im kaznama<\/strong>, koje iznose nekoliko hiljada evra.<\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p><strong>Saradnja izme\u0111u nadle\u017enima<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p>Tokom inspekcija, Stambena inspekcija je tako\u0111e identifikovala sumnje na prekr\u0161aje van svoje nadle\u017enosti, uklju\u010dujuc\u0301i neregistrovane kirije (\u201eiznajmljivanje na crnom tr\u017ei\u0161tu\u201c) i potencijalne nepravilnosti u vezi sa porezima. Ovi slu\u010dajevi su prosle\u0111eni <strong>Tr\u017ei\u0161noj inspekciji<\/strong> i <strong>Finansijskoj upravi (FURS).<\/strong> U nekim situacijama, obave\u0161teno je i Ministarstvo unutra\u0161njih poslova.<\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p><strong>Tekuc\u0301e inspekcije<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\">Vlasti su najavile da c\u0301e se ciljane inspekcije ugovora o zakupu i zakupa imovine nastaviti u buduc\u0301nosti, sa ciljem povec\u0301anja transparentnosti i obezbe\u0111ivanja fer prakse zakupa.<\/p>\n\n<p class=\" eplus-wrapper\"><p><strong>Za\u0161to je po\u0161tovanje propisa va\u017eno<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\">Za stanodavce, odgovarajuc\u0301a dokumentacija i komunikacija sa upravnicima zgrada nisu samo zakonski zahtevi vec\u0301 i va\u017ene mere za\u0161tite. Pisani ugovor o zakupu \u0161titi obe strane u slu\u010daju sporova i osigurava da se sve obaveze, uklju\u010dujuc\u0301i poreze i komunalne usluge, pravilno re\u0161avaju.<\/p>\n\n<p class=\" eplus-wrapper\">Strani vlasnici nekretnina treba da budu posebno pa\u017eljivi na ove obaveze, jer administrativni propusti mogu brzo dovesti do kazni.
