Zakon je stupio na snagu 20. septembra 2025. godine, a vec\u0301ina su\u0161tinskih izmena stupila je na snagu 1. januara 2026. godine. Reforma uvodi vec\u0301e naknade za nezaposlenost, nove moguc\u0301nosti za skrac\u0301eno radno vreme za radnike koji se pribli\u017eavaju penziji, pro\u0161ireni privremeni ili povremeni rad za penzionere i stro\u017ea pravila za agencije za privremeno zapo\u0161ljavanje.<\/p>\n\n<p class=\" eplus-wrapper\"><p><strong>Vec\u0301e naknade za nezaposlenost<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\">ZUTD-I povec\u0301ava i minimalne i maksimalne iznose naknada za nezaposlenost. One c\u0301e biti povezane sa bruto minimalnom platom:<\/p>\n<ul class=\" wp-block-list eplus-wrapper eplus-styles-uid-40d29c\">\n<li class=\" eplus-wrapper\"><p>\u00a0<strong>Minimalna naknada<\/strong>: 70% bruto minimalne plate.<\/p><\/li>\n\n\n\n<li class=\" eplus-wrapper\"><p><strong>Maksimalna naknada:<\/strong> u po\u010detku 130% bruto minimalne plate, postepeno se smanjuje na 80%.<\/p><\/li>\n<\/ul>\n<p class=\" eplus-wrapper\">Prethodni povla\u0161c\u0301eni tretman za prekograni\u010dne radnike se ukida kako bi se obezbedio pravedniji tretman svih korisnika.<\/p>\n\n<p class=\" eplus-wrapper\">Trajanje naknada za nezaposlenost se tako\u0111e revidira. Od 2026. godine pa nadalje, izuzeci od principa iscrpljenih perioda osiguranja primenjivac\u0301e se na osnovu starosti i godina uplac\u0301ivanja doprinosa. Na primer, 2026. godine novi obra\u010dun c\u0301e se primenjivati na osigurana lica starosti 57 godina sa 37 godina sta\u017ea, 2027. godine na ona starosti 58 godina sa 37 godina, a potom i na ona starosti 59 godina sa 37 godina osiguranja.<\/p>\n\n<p class=\" eplus-wrapper\"><p><strong>Smanjeno radno vreme pre penzionisanja \u2013 model 80\/90\/100<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p>Jedna od najzna\u010dajnijih novina je uvo\u0111enje <strong>\u0161eme 80\/90\/100<\/strong>, koja omoguc\u0301ava starijim zaposlenima da du\u017ee ostanu aktivni na tr\u017ei\u0161tu rada:<\/p><\/p>\n<ul class=\" wp-block-list eplus-wrapper eplus-styles-uid-12e2f1\">\n<li class=\" eplus-wrapper\"><p>Zaposleni stariji od 58 godina ili sa 35 godina penzionog sta\u017ea mogu se dogovoriti sa poslodavcem da rade 80% punog radnog vremena.<\/p><\/li>\n\n\n\n<li class=\" eplus-wrapper\"><p>Primaju 90% svoje plate, u potpunosti oporezovano i podlo\u017eno socijalnim doprinosima.<\/p><\/li>\n\n\n\n<li class=\" eplus-wrapper\"><p>Za penzijske svrhe, doprinosi se pokrivaju kao da su radili 100%, \u010dime se osigurava da nema negativnog uticaja na njihovu buduc\u0301u penzijsku osnovu.<\/p><\/li>\n<\/ul>\n<p class=\" eplus-wrapper\">Mera zabranjuje prekovremeni rad, ugovore na osnovu gra\u0111anskog prava sa istim poslodavcem i osigurava da radnici i dalje mogu delimi\u010dno da pristupe prevremenim penzijskim isplatama srazmerno smanjenom obimu posla. Starosna granica c\u0301e se postepeno povec\u0301avati do 2035. godine, kada c\u0301e kvalifikovanost po\u010deti sa 60 godina.<\/p>\n\n<p class=\" eplus-wrapper\"><p><strong>Podsticaji za zapo\u0161ljavanje starijih radnika<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p>Po\u010dev od 20. januara 2026. godine, poslodavci koji zapo\u0161ljavaju nezaposlene osobe starije od 59 godina koje primaju naknadu za nezaposlenost imac\u0301e pravo na finansijsku podr\u0161ku. Zavod za zapo\u0161ljavanje Slovenije (ZRSZ) nadoknadic\u0301e poslodavcu mese\u010dni podsticaj jednak 40% poslednje priznate naknade za nezaposlenost radnika do 12 meseci. Ova mera ima za cilj pobolj\u0161anje zapo\u0161ljivosti starijih radnika.<\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p><strong>Pro\u0161irene moguc\u0301nosti za penzionere<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p>Mese\u010dna i godi\u0161nja ograni\u010denja za privremeni ili povremeni rad penzionera c\u0301e se povec\u0301ati. Penzionerima c\u0301e biti dozvoljeno da rade do <strong>85 sati mese\u010dno<\/strong> (ranije 60) sa vi\u0161im godi\u0161njim ograni\u010denjem prihoda. Uvodi se jedinstveni metod obra\u010duna minimalne satnice i za penzionere i za studente, \u010dime se obezbe\u0111uje jednak tretman.<\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p><strong>Ja\u010di nadzor nad agencijama za privremeni rad<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\">Zakon ja\u010da pravila o pru\u017eanju agencijskog rada (privremeni rad preko agencija za zapo\u0161ljavanje), sektora koji se smatra posebno osetljivim zbog ranjivosti radnika. Klju\u010dne promene uklju\u010duju:<\/p>\n<ul class=\" wp-block-list eplus-wrapper eplus-styles-uid-fed73f\">\n<li class=\" eplus-wrapper\">Stro\u017eija definicija aktivnosti ponude radne snage.<\/li>\n\n\n\n<li class=\" eplus-wrapper\">Vi\u0161i zahtevi za dobijanje ili zadr\u017eavanje licence.<\/li>\n\n\n\n<li class=\" eplus-wrapper\"><p>Povec\u0301anje <strong>bankarske garancije sa 30.000 evra na 100.000 evra<\/strong>.<\/p><\/li>\n\n\n\n<li class=\" eplus-wrapper\">Obavezno otvaranje filijale u Sloveniji za agencije sa sedi\u0161tem u drugoj zemlji EU\/EEA ili \u0160vajcarskoj.<\/li>\n<\/ul>\n<p class=\" eplus-wrapper\">Poslodavcima kojima je Inspektorat rada ili Finansijska uprava dao sankcije, ili koji nisu ispunili ugovorne obaveze u programima aktivne politike zapo\u0161ljavanja, mo\u017ee biti uskrac\u0301en pristup agencijskim radnicima.<\/p>\n\n<p class=\" eplus-wrapper\"><p><strong>Ostale promene<\/strong><\/p><\/p>\n<ul class=\" wp-block-list eplus-wrapper eplus-styles-uid-20d202\">\n<li class=\" eplus-wrapper\"><p><strong>Slu\u017eba za podr\u0161ku pri zapo\u0161ljavanju<\/strong>: Novi program ZRSZ-a za pomoc\u0301 tra\u017eiocima posla da zadr\u017ee zaposlenje i uspe\u0161no se integri\u0161u na radno mesto.<\/p><\/li>\n\n\n\n<li class=\" eplus-wrapper\"><p><strong>Javni radovi:<\/strong> Po\u010detna plata u\u010desnika bic\u0301e povec\u0301ana, a minimum c\u0301e biti utvr\u0111en na nivou zakonske minimalne zarade.<\/p><\/li>\n\n\n\n<li class=\" eplus-wrapper\"><p><strong>Karijerno usmeravanje<\/strong>: Samostalno u\u010denje je prepoznato kao nova aktivnost u okviru \u017eivotne karijerne orijentacije.<\/p><\/li>\n\n\n\n<li class=\" eplus-wrapper\"><p><strong>Doprinosi za osiguranje u slu\u010daju nezaposlenosti<\/strong>: Uvodi se fleksibilnost u kori\u0161c\u0301enju neiskori\u0161c\u0301enih prava na plac\u0301anje doprinosa za penzijsko i invalidsko osiguranje.<\/p><\/li>\n\n\n\n<li class=\" eplus-wrapper\"><p><strong>Mere APZ-a<\/strong>: Postupak za javne pozive poslodavcima za mere aktivne politike zapo\u0161ljavanja uskla\u0111en je sa presudom Ustavnog suda.<\/p><\/li>\n<\/ul>\n<p class=\" eplus-wrapper\"><p><strong>Vremenski okvir sprovo\u0111enja<\/strong><\/p><\/p>\n<ul class=\" wp-block-list eplus-wrapper eplus-styles-uid-15f282\">\n<li class=\" eplus-wrapper\"><p><strong>20. septembar 2025<\/strong>. \u2013 ZUTD-I je stupio na snagu.<\/p><\/li>\n\n\n\n<li class=\" eplus-wrapper\"><p><strong>1<\/strong><strong> Januar 2026<\/strong>\u00a0\u2013 Vec\u0301ina mera postaje primenljiva, uklju\u010dujuc\u0301i izmene naknada za nezaposlenost, agencijskog rada i \u0161eme 80\/90\/100.<\/p><\/li>\n\n\n\n<li class=\" eplus-wrapper\"><p><strong>20 Januar 2026<\/strong> \u2013 Stupaju na snagu podsticaji za zapo\u0161ljavanje nezaposlenih lica starosti 59+.<\/p><\/li>\n<\/ul>\n<p class=\" eplus-wrapper\"><p><strong>O nama<\/strong><\/p><\/p>\n\n<p class=\" eplus-wrapper\"><p><strong>SIBIZ<\/strong> www.sibiz.eu je konsultantska firma sa sedi\u0161tem u Ljubljani, specijalizovana za podr\u0161ku stranim pojedincima, poslovnim stru\u010dnjacima, kompanijama i korporacijama u Sloveniji.
