In accordance with Council Recommendation 2020/912 on the temporary restriction of non-essential travel in the EU and the possible abolition of this restriction, including amendments to the Recommendation, the Republic of Slovenia also allows entry into the Republic of Slovenia for non-emergency travel. The information was updated on October 29, 2021.
Non-emergency travel is allowed to the following categories of persons if they meet the following conditions for entry into the Republic of Slovenia in accordance with the Decree on determining the conditions of entry into the Republic of Slovenia for containment and control of infectious disease COVID-19 in conjunction with the Decree on compliance to curb the spread of SARS-Cov-2 virus infections:
all persons residing in EU Member States and the Schengen area (Andorra, Monaco, San Marino and the Vatican are treated in the same way as the Schengen Member States),
persons residing in the following third countries or entities listed in Annex 1 of the Recommendation (as at 29 October 2021):
Argentina,
Australia,
Bahrain,
Chile,
Jordan,
South Korea,
Canada,
Qatar,
Colombia,
Kuwait,
Namibia,
New Zealand,
Peru,
Rwanda,
Saudi Arabia,
Singapore,
Ukraine,
Uruguay,
United Arab Emirates,
Hong Kong, a special administrative region of the People’s Republic of China,
Macau, a special administrative area of the PRC,
Taiwan,
other foreigners, if upon entering the Republic of Slovenia they submit a vaccination certificate or proof that they have suffered from COVID-19 disease in the last six months and at the same time a vaccination certificate with at least one dose of vaccine.
Issuance of visas for non-urgent travel is possible only in countries for which the Republic of Slovenia, on the basis of EU recommendations, removes restrictions on non-essential travel. In addition, in the field of visa issuance, the release also depends on the criteria and measures agreed by the Member States present with their representations in each third country. The decision to open a visa operation in full shall be published on the websites of the diplomatic missions and consular posts of the Member States in those countries. Slovenian diplomatic missions carry out visa operations in full in these countries in Albania, Argentina, Australia, Bulgaria, Bosnia and Herzegovina, Brazil, Montenegro, Croatia, Canada, Northern Macedonia, Serbia, Turkey, Ukraine, the United Arab Emirates and the United States. America. In countries that have not yet met these criteria, visas can only be issued in emergencies and only for t. i. emergency travel. The institute of visa representation is suspended in most third countries or can only be used in cases of emergency travel. The necessity of travel is defined in the Guidelines for the exercise of freedom of movement for workers during the covid outbreak 19.
Persons who do not submit one of the required proofs upon entering the Republic of Slovenia may be refused entry by the police to the Republic of Slovenia.
We would also like to point out that the use of tourist facilities in the Republic of Slovenia is only possible upon submission of a negative PCR or HAG test, a certificate of morbidity, a certificate of vaccination or a certificate of vaccination for patients. Quarantine is in no case possible in tourist facilities. Transit through the Republic of Slovenia is possible without proof (PCR or HAG test, certificate of illness, vaccination certificate or vaccination certificate for patients) only if the person meets the conditions for entry into the neighboring country (eg for citizens of the neighboring country, as they are home country is obliged to accept). In transit, the person must leave the Republic of Slovenia within 12 hours of entry, and transit must be carried out by the shortest route and only with the most urgent stops for urgent hygienic, medical or similar reasons.
Conditions for entry into the Republic of Slovenia.
Entry into the Republic of Slovenia without referral to quarantine is allowed to a person who meets the condition of morbidity, vaccination or testing (PCT condition). The person proves the PCT condition with the evidence specified in the decree regulating the manner of fulfilling the condition of morbidity, vaccination and testing to curb the spread of SARS-CoV-2 virus infections. This evidence is:
1. Evidence of a negative result of a PCR test not older than 72 hours after swab collection or a HAG test not older than 48 hours after swab collection;
2. EU digital COVID certificate in digital or paper form, bearing the QR code (EU DCP);
3. a digital COVID of a third country in digital or paper form, bearing a QR code containing at least the same information as the EU DCP and issued in English by the competent health authority of the third country;
4. proof of vaccination against COVID-19, by which the persons show that they have received:
– second dose of Comirnaty vaccine from Biontech / Pfizer, Spikevax vaccine (COVID-19 Vaccine) from Moderna vaccine, Sputnik V vaccine from the manufacturer Gamaleya National Center of Epidemiology and Microbiology, CoronaVac vaccine from Sinovac Biotech vaccine, Vacuine Vaccine vaccine from COVID-Vacine vaccine 19 (COVID-19 Vaccine) from AstraZeneca or Covishield from Serum Institute of India / AstraZeneca or a combination of the two vaccines in this indent. Proof is obtained immediately after the second dose is received;
– dose of COVID-19 Vaccine Janssen by Johnson and Johnson / Janssen-Cilag. Proof shall be obtained on the day of vaccination;
5. proof of a positive PCR test result that is older than ten days, unless the doctor decides otherwise, but not older than 180 days;
6. proof of morbidity referred to in the previous point and proof of vaccination referred to in point 4, by which the persons prove that they have been vaccinated with a single dose of the vaccine from a positive PCR test or from the onset of symptoms the first indent of point 4. Protection is established on the day of vaccination.
The PCR test is appropriate if it is performed in a Member State of the European Union, a Schengen Member State, Australia, Bosnia and Herzegovina, Israel, Turkey, Canada, New Zealand, Russia, Serbia, the United Kingdom of Great Britain and Northern Ireland or the United States of America. If the PCR test is performed in a country not listed, it is appropriate if it simultaneously meets all of the following conditions:
contains at least the same set of data as a PCR test issued in a Member State of the European Union or the Schengen area: name, surname, unique identifier of the person (EMŠO, health insurance number, number of travel document or other country document, date of birth or other similar identifier), data the type of test (manufacturer, date and time of swab), information on the issuer of the certificate and the date of issue of the certificate, and
is equipped with a QR code in accordance with standards and technological systems that are interoperable with the European digital covid certificate system, and
allows the validity, validity and integrity of the certificate to be verified in the same way as the European digital covid certificate.
The HAG test is appropriate if it is performed in a Member State of the European Union, a Schengen Member State, Australia, Bosnia and Herzegovina, Israel, Turkey, Canada, New Zealand, Russia, Serbia, the United Kingdom of Great Britain and Northern Ireland or the United States of America. If the HAG test is performed in a country not listed, it is appropriate if it simultaneously meets all of the following conditions:
contains at least the same set of data as the HAG test issued in a Member State of the European Union or the Schengen area: name, surname, unique identifier of the person (EMŠO, health insurance number, number of travel document or other country document, date of birth or other similar identifier), data the type of test (manufacturer, date and time of swab), information on the issuer of the certificate and the date of issue of the certificate, and
is equipped with a QR code in accordance with standards and technological systems that are interoperable with the European digital covid certificate system, and
allows the validity, validity and integrity of the certificate to be verified in the same way as the European digital covid certificate.
Irrespective of the country of issue, the HAG test is only relevant if it is listed in the common list of rapid antigen tests.
Proof of vaccination of a country with which Slovenia has not concluded an agreement or arrangement must contain at least the following information: name, surname, unique identifier of the person (EMŠO, health insurance number, number of travel document or other country document, date of birth or other similar identifier), information on the type of vaccine (manufacturer, name of the vaccine, dose number, date of vaccination) and information on the institution that issued the certificate or proof. The decree does not explicitly prescribe in what language the evidence must be written. In addition to evidence in Slovene, evidence is valid in the languages of national minorities (Italy, Hungary) in bilingual areas and countries, which are recognized by mutual agreements or agreements (Hungary, Serbia). In order to avoid possible ambiguities at the border, we therefore suggest that foreigners translate proof of vaccination into English or German. If the proof is not part of a digital certificate with a QR code that is compatible with the European system of digital certificates, it must be in paper form.
