From 21 November 2025, Slovenia will officially introduce a temporary residence permit for digital nomads, allowing non-EU citizens to live in Slovenia while working remotely for employers or clients abroad. The program is designed to attract highly skilled professionals and entrepreneurs who value flexibility, security, and a high quality of life in the heart of Europe.
Who Qualifies as a Digital Nomad?
A digital nomad is a non-EU/EEA citizen who
- Works remotely using communication technologies.
- Is employed or contracted by a company outside Slovenia or is self-employed abroad.
- Does not work for Slovenian clients.

Main Conditions for the Permit
To obtain a temporary residence permit as a digital nomad, applicants must meet the following requirements
- Valid passport (at least three months beyond the intended stay).
- Health insurance that covers at least emergency medical services in Slovenia.
- Proof of sufficient financial means (monthly income of at least twice the average net salary in Slovenia – approx. EUR 3.052,04 (as of November 2025).
- No grounds for refusal according to Article 55 of the Aliens Act (ZTuj-2I ) (e.g. security risks, criminal convictions, etc.).
Application Procedure
Applications can be submitted either abroad or in Slovenia, depending on the applicant’s situation:
- If applying from abroad: Submit your application to a Slovenian embassy or consulate in your country of residence or legal stay.
- If you are already legally in Slovenia: You may apply directly to the relevant administrative authority before your current visa or permit expires.
Once your application is submitted in Slovenia, you will receive a temporary certificate allowing you to stay legally until the final decision is made.
What to Include in the Application

- Completed and signed application form (available from the Ministry of Interior or administrative units).
- Copy of a valid passport.
- Proof of medical insurance valid in Slovenia.
- Proof of sufficient means of subsistence, such as recent bank statements, pay stubs, or employment/service contracts.
- Proof of remote work – employment or service contract with a foreign employer or clients abroad.
- Written statement confirming that your professional activity is performed exclusively for foreign clients.
- Biometric data (fingerprints and photograph) collected at the Embassy or Consulate of the Republic of Slovenia.
Applicants may authorize a legal representative to submit the application on their behalf. All foreign language documents must be accompanied by certified Slovenian translations.
Validity and Renewal
- The residence permit is issued for up to one year.
- It is not renewable, but you can reapply after a six-month cooling-off period.
- Family reunification is permitted immediately, with no minimum period of residence required.

Options After One Year
After one year in Slovenia under the Digital Nomad Visa, individuals who wish to continue living in Slovenia have several legal options to obtain a new type of residence permit:
- Residence based on property ownership: If you purchase real estate in Slovenia, you can apply for residence based on property ownership.
- Study in Slovenia: You may enroll at a Slovenian university or educational institution and apply for a residence permit for study purposes.
- Employment with a Slovenian company: You can obtain a work and residence permit through employment in an existing Slovenian company or organization.
- Starting your own business: You can establish a Slovenian limited liability company (d.o.o.) or register as a sole proprietor (s.p.).
The sole proprietor (s.p.) option is particularly attractive due to the reintroduced flat tax rate system, which provides a simple taxation model for self-employed individuals.
Updated Details on the Flat Tax System
For income up to 60,000 EUR, the tax base equals one fifth of revenue. The tax rate is 20 percent, resulting in an effective taxation of 4 percent of revenue.
For income above 60,000 EUR, the tax base equals full revenue. The tax rate is 20 percent, making the effective taxation 20 percent of revenue up to 100,000 EUR.
Income above 120,000 EUR is taxed at 35 percent. If revenue exceeds this amount in two consecutive years, the sole proprietor must leave the flat tax system for at least five years.
These changes mean that revenue between 60,000 and 100,000 EUR carries a higher effective tax burden compared to previous rules.
Social security contributions for full-time sole proprietors are slightly below 600 EUR per month (around 7,200 EUR per year), up from 425 EUR per month in 2021.
